まず、下のスクリプトをどこかに rtm.pl として保存してください。

それで Launchy\Utilitiesに入れたrtm.bat を以下のように書き換えます。
C:\cygwin\bin\perl k:\utils\rtm.pl ‘%*’

私は perl を「C:\cygwin\bin\perl 」に、上記のスクリプトを「k:\utils\rtm.pl」で保存しているので、上のようなバッチファイルになっていますが、適宜書き換えてください。
